Denver, Colorado has reserved all marijuana delivery licenses for social equity businesses. These social equity businesses are owned by Colorado residents who have been impacted by the war on drugs. Dispensary owners in Denver will partner with social equity businesses to provide a delivery service in 2023.

Right now there is not a lot of industry participation, after one year of adopting the delivery policy. In an effort to assist social equity delivery companies, the department is working on lowering licensing fees for delivery businesses and cannabis dispensaries.
