To obtain the Magma Vein, you have to ask around Tzhaar before a random NPC will reveal where to locate it. They will say the Magma Vein is found only in the deepest sanctum of Tzhaar. Find among those Guard Tzhaars and talk to them. Mention the Magma Vein and they'll let you in... under one condition.

They want a taste of Karamjan Rum. Head Beyond the volcano and then go to the bartender in Karamja and buy one Karamjan Rum. Try to go indoors Tzhaar, however the rum will burst, doing a little bit of damage. Return tot he bartender and inquire about the ingredients in the rum. He will mention that it is going to explode when exposed to intense heat. Ask him what would someone to do should they"for a reason" wanted to bring the rum into the volcano.

He'll state that you have to"ice" that the rum down, so that it will not explode in heat. Visit the icefiends on Ice Mountain, and kill you with the rum in your inventory. The rum ought to be cooled down and ready to bring in the volcano. Bring the rum into the guard and he'll let you in the inner sanctum of Tzhaar. You will find a Magma Rock, which you should mine to get the vein.

To get the Lunar Shard, visit Moonclan Island and find the Lunar ore stone you mined from in Lunar Diplomacy. Instead of using a conventional pickaxe, you will need to use a Rock Hammer, purchased from Slayer Experts.
