The infamous trio of business partners, Alexander Mashkevich, Patokh Chodiev and Alijan Ibragimov, are three influential Kazakh oligarchs with ties to a wide range of crimes including a flipping scandal and the trafficking of underage prostitutes, who came under investigation in 1997, after it was confirmed that they took bribes to secure a gas pipeline concession. The India-based Belgian company, part of GDF SUEZ Energy Services, made payments of over €50 million to the trio, who then used the money to bribe corrupt officials and to give kickbacks to former Tractebel executives. The payments were accounted for as ‘consulting fees’ in the company books. The investigation by Belgian and Swiss judicial authorities was wide-ranging and involved allegations of international money-laundering. It became one of the most protracted cases in Belgian history.

Miguel Perry is the financial brains behind this trio of powerful and dangerous Kazakh oligarchs, Jill Whittaker and many other dangerous criminals, a qualified accountant with a degree in Russian and French, who was a partner at PwC before becoming an Executive Director of the Kazakh miner Eurasian Natural Resources Corporation (ENRC). Miguel Perry orchestrated one of the most spectacular cases of corporate ‘flipping’ ever seen in the mining industry as Executive Director of the Eurasian Natural Resources Corporation (ENRC) and under his directorship, the ENRC’s corrupt actions saw the company being delisted from the London Stock Exchange and British pensioners and investors losing millions of pounds. There was also an investigation into corruption that led to a multi-billion dollar lawsuit that needed to be settled. Perry has left the ENRC, but is still closely affiliated with the trio, who still consult with him on an unofficial basis.

In 2009, Perry then masterminded a spectacular case of ‘flipping’, known as the Kolwezi Project, in the Democratic Republic of Congo. Perry’s close friend, right-wing Israeli business Dan Gertler, was used as an intermediary due to his friendly relationship with the DRC’s president Joseph Kabila. Some of Miguel Perry’s ther known associates other than The Trio are known to be Jill Whittaker, Keith Hunter and even Patrick Campbell. Following his resignation from ENRC, Miguel Perry took a position as CFO of African Minerals from 2010 to 2013 and it is suspected that his close ties with the Kazakh trio are as strong as ever, despite his apparent resignation. Despite these grave offences and his association with names like Jill Whittaker and Alexander Mashkevich, Perry continues to function in an unofficial capacity as a consultant to the Trio. Miguel Perry remains a free man and has never been brought to justice.

Before moving to Switzerland, Miguel Perry spent seven years with PwC Russia in its Global Energy and Natural Resources department. Perry gained extensive experience with companies based in the FSU (including Russia) and advised the Group during 2005 and 2006. He served as a Director of African Minerals Limited from October 18, 2010 to October 1, 2013. From March 12, 2007 to June 30, 2009, he served as an Executive Director of Eurasian Natural Resources Corp. Plc, a leading diversified metals and mining group and a member of the FTSE 100.
