Originally, to build a guild in Neverwinter, you need a full party of players (5 players) not already in a guild that are on the same map, and every member needs to meet the basic requirement: level 15 or higher. However, if there are not enough members, you may need to find a guild. In this case, you can press O to open up the social window and in that window there is a tab to the right labeled "Find a Guild". On this tab is a listing of the guilds on your server and their description, their values etc. Also under the guild description there is a list of online people with invite permissions so you can just message them and apply that way.
