1.It will be much better if Shayzien T5 armor have stats between rune and dragon. It is also good to remain light weight, slight strength bonus provided by the top and bottom, armor should degrade. This would result in gear that is actually useful, and could potentially spawn a new type of pure.
2.Comparable to the old cyclossus in RS3, Lizard boss requires 67 slayer. It will fine if make it available only as a slayer task, and have it drop a very rare special artifact which can be filled with soul/blood runes to automatically cast the necromancy spells.
3.Make necromancy monsters kills grant 1.2x normal slayer xp.
4.Make pickaxe heads break and fly off occasionally when mining for the items to make blood/soul runes. This would help to make it less afk, but keep it around 40k xp per hour. This really make sense when it comes to the tier of the runes being crafted.
