Jagex, in my opinion, did not respond well to feedback from users. This is the reason I'll take an example from my own life to illustrate the issue. Imagine getting up early in the morning. You'll turn the light on once you get up from bed. You are used to dark rather than light, which is why you'll partially close your eyes and let through just as much light as you can handle. You will gradually open your eyes to become accustomed to the light, and, eventually, you'll be able to take on all that light.
Imagine it as a bright, sunny day. The sun will again blind you when you go outside. You can again partially close your eyes and remain that way or put on sunglasses. Whatever you decide to do your eyes will reflect some of that light.
In the above example the eyes are opened or closed depending on the circumstances. The amount of light available will determine how much light you block. This concept, which I call dynamic filtering, is readily understood in all aspects of our lives.
Certain communities have a problem that they adhere to a policy or filter for too long. This is because the current circumstances change rapidly and the community leaders are unable to adapt their policies to meet the new conditions.
