Aber die Regierung konzentriere sich lediglich auf die Steigerung der Produktion: „Es gibt nur sehr wenige Laboratorien, die Batterien entwickeln. In dieser Hinsicht sind wir immer noch ein Dritte-Welt-Land.“

Um der steigenden globalen Lithiumnachfrage gerecht zu werden, hat die chilenische Behörde zur Wirtschaftsförderung CORFO Anfang des Jahres ein Abkommen mit dem Chemiekonzern Sociedad Química y Minera (SQM) über den Lithiumabbau bis 2030 abgeschlossen. Das Abkommen der chilenischen Regierung mit SQM enthält eine internationale Ausschreibung, die sich an Investoren richtet, die das Lithiumkarbonat innerhalb Chiles zu Kathodenmaterialien weiterverarbeiten sollen. Ausgewählt wurden ein chinesisches, ein südkoreanisches und ein chilenisches Unternehmen. 25 Prozent der Lithiumproduktion von SQM sollen diesen Unternehmen zur Weiterverarbeitung zur Verfügung gestellt werden.

Das Abkommen zwischen der chilenischen Regierung und SQM löste deshalb Widerstand bei den Gewerkschaften aus. Ein Protestmarsch in Santiago stand unter der Parole „Lithium für Chile, nicht für Soquimich“. „Für uns ist der Vertrag illegal“, sagt Miguel Soto, Vorsitzender der Bewegung „Litio para Chile“ (Lithium für Chile), die zu dem Protestmarsch aufgerufen hatte. Er ist Mitglied der Industriegewerkschaft Constramet, die zur Globalen Gewerkschaftsföderation IndustriALL Global Union gehört. „Der Staat kann keine Verträge mit einem Unternehmen abschließen, das die Arbeiterrechte missachtet“, sagt Soto. Der Vertrag widerspreche außerdem dem Übereinkommen der Vereinten Nationen gegen Korruption, das Chile unterschrieben hat. „SQM ist das korrupteste Unternehmen des Landes“, findet Soto. „Wir wollen, dass SQM verstaatlicht wird. Das heißt nicht, dass keine privaten Unternehmen am Lithiumabbau teilnehmen dürfen. Aber der Staat muss die Kontrolle haben.“
