Blizzard has posted that a local signing event for Warlords of Draenor will hold at the night of the world of warcraft warlords release date. Although you may not join in this party by themselves, you can mark the date to take part in the game.
According to the different time zones, Warlords of Draenor will launch in different date:

North America (US) at 12:00 a.m. PST (1:00 a.m. Mountain, 2:00 a.m. CST, 3:00 a.m. EST) on Thursday, November 13

Oceanic will launch at the same time as the US.

Europe at 12:00 a.m. CET on Thursday, November 13

Korea at 12:00 a.m. KST on Tuesday, November 18

Taiwan at 12:00 a.m. CST on Tuesday, November 18

China at 12:00 a.m. CST on Tuesday, November 18

In addition to official announcement, if you are UK, you should know that Warcraft expansion releases on Wednesday at 11pm on the UK. New Zealand fans can start to experience this new expansion at 9 pm NZDT Thursday, on November 13, 2014.

On different Australian states, warcraft expansion release dates are different. It will hit Nsw, vic, act, and tas on 7pm, Qld on 6pm, Sa on 6:30pm, Nt on 5:30pm, and Wa on 4pm Thursday.
