Storm, Earth, and Fire is limited by available target count and GCDs.
Storm, Earth, and Fire clones will be count toward Spinning Crane Kick, and they will actively seek to maximize its effect.

Every time they TP or BoK or Rising Sun Kick, they’ll switch to a new target. This selection logic will try to hit targets that haven’t been hit yet, and beyond that will prefer ones that were hit longest ago. They will also ignore targets that have > 90% DR or are not in combat with you. And they lose nearly no time in travel time even if the targets are spread apart.
Changes of Storm, Earth & Fire have effects on PvP, but nothing on target in WOW.
Storm, Earth, and Fire is still intended for use in PvP. However, it is not the same use as it had before. But it should still be useful for players’ game play.

Also, players can tag 10-12 targets within 4-5 globals while players don’t know which targets have been tagged. And what if players tag a target, and five seconds later they tag the same target? According to the official, they 100% work as would be ideal, continuing to refresh on whatever was hit longest ago. So players don’t need to worry about the issue.

Besides, there was a recent post from Celestalon aimed at frost mages, that referenced efforts to reinforce their niche of cleave. The spread cleave niche that Windwalkers had was pretty cool and unique among melee. Maintaining Frost’s niche was easy, and caused no problems. On the contrary, maintaining Windwalker’s niche was running into problems left and right. Thus, the long-running spec identity is no longer acceptable.
