Nicotine is what is so addictive when it comes to tobacco, but it is the toxins and tar in tobacco smoke are actually what cause harm to the body. The harm reduction strategy focuses on nicotine replacement therapy and electronic cigarettes to help reduce the harm of tobacco products.

Tobacco harm reduction encourages smokers to use nontobacco nicotine products to help them quit smoking, through a regulated framework, this is supported by the UK government. Electronic cigarettes have been regulated by the EU Tobacco Products Directive since May 2016, with exceptions where there are therapeutic claims on products containing more than 20mg nicotine per millilitre, which then require a medicine authorisation.

NICE (National Institute for Health and Care Excellence) in the UK has also issued guidance that is evidence-based on the effective ways to prevent, diagnose and treat disease. PHE (Public Health England) has also published an evidence-based review on electronic cigarettes, claiming they are less harmful than smoking traditional cigarettes.

Sophie Dotley, a Research Fellow at Centre for Substance Use Research Ltd, said “the review by PHE found that there is no evidence that states that electronic cigarettes do not encourage children and non-smokers to use them. Electronic cigarettes are cheaper and a safe alternative to cigarette smoking as they do not produce smoke, but a vapor.”
