Guild raises city taxes to the fair market tax level and sets all their buildings to 0% tax. Customers will still get a normal price but other buildings can only compete if they charge nothing.

Can someone confirm if guilds still had in the last test or have the ability to manage tax's for a city ?I remember a flat 10% cost in the green zone player cities but I thought this would be removed with the other taxes?

Granted, this solves one issue, but introduces a few more. There are two ways to get an outcome from a player: one is to force it, the other is to motivate behavior. This one seems a bit forced.
